Gi-remind ni DILG Sec Jesse Robredo ang mga lokal nga panggamhanan: Dapat klaro ang inyong panggobyerno. Kay kung naa kamo ginatago-tagong mga transaksiyones, pwede kamo masuspinde o di ba ma-dismiss sa Republic Act 10147 Section 90, sa General Appropriations Act of 2011.

BERDENG ABONO: PINAKA-BARATONG ORGANIC FERTILIZER

Para maangkon sa probinsiya sa Davao del Norte ug sa mga local government units ang pagdaghan sa ani ug income sa ilang mag-uuma, ginikahanglang i-promote ang green manuring kon berdeng abono.

Giimbita ako nga mag-speakers sa mga miyembro sa Board of Directors sa Federation of Irrigation Associations ug kasamtangang presidente sa ilang tagsa-tgsang Irrigants Association nga mokabat ug 8,000 farmers sa humay.

Akong natun-an nga wala gyud nag-green manuring.  Unsa man ang green manuring? Simple ug barato kaayong buhaton kini.

Ang farmer maka-produce ogmga 10 ka toneladang green manure, mogasto lang og P500. Ang mga 10 tons green manure kung i-convert sa dry nga organic fertilizer mokabat og 2.5 toneladang o 50 kabags nga organic sa abono.

Kung i-compute ang balor niini, gibana-banang P10,000, kung P200 ang matag sako.

Ngano mang importante ang organic fertilizer o organic matter (OM)? Sama sa libro sa atong amigo nga soil scientist, Dr. Sev Magat, ang OM mao ang naghatag og enerhiya sa mga bakterya, daghan kining nutrients ug makapa-increase og exchange capacity, magpainat sa mga ugat ug dugay mag-uga ang yuta: Kung kulang ang patubig, ilabi na sa panahon nga mamulak na ang humay, ang OM mopugong sapag-uga sa yuta.

THREE INVENTIONS TO SAVE P20B ON FUEL COST PER YEAR

Finally, the government has given the approval to inventor Rudy Lautano, Sr. to mass production and distribute two inventions; Alco-diesel and Super-Bunker Formula-L.

The two inventions are estimated to save Ph12B annually for this benighted country. Considering that the above inventions were golden awardees by the World Intellectual Property Organizations five years ago, attests to the tenacity of Mr. Lautano. He says the rigmarole of “bureaucrazy” is 100 times more difficult than inventing. We remember how another gadget inventor for gasoline was harassed by those at the Patent Office until he gave up.

We were told that a certain USEC at the DOST demanded that the applicant give his Formula. But since the applicant could sense something wrong, he backed out. The said invention could save for the Philippines about P10B per year. I have actually seen how the water gasoline mixing gadget works on a new Honda Civic, on an old Torana at the back of Land Bank.

Balunos how he can help have the invention patented. He said he doubted whether those people at the Patenting Office do care to help have this patented.

Why are their chiefs of offices so silent? Are they part of the syndicate? It is a pity that our leaders are very much concerned about matters that are almost peripheral but forget or don’t do anything about matters that matter.

May we ask Pres. GMA to please attend to this? Let us HELP THE INVENTORS rather than harass them. The three fuel saving inventions when fully used could save this country. It could save full cost by as much as 33% at least. When that happens the cost of goods and services would be reduced to as much as 20% or more.

We strongly and urgently recommended that Pres. Gloria Macapagal-Arroyo give due course to the following to keep her presidency in tract.

1. Order investigations of the harassment at the Patenting Office & retire or punish those who unknowingly committed economic sabotage.

2. Order the Sec. of the Department of Energy to help the fuel-saving and pollution abatement inventors to facilitate nationwide production and distribution of Alco-diesel, Super-Bunker Formula-L and Water-Gasoline mixer thru licensing arrangements in all provinces & cities of the country.

3. Order and give incentives to the scientists thru DOST to conduct intensive studies on the gadgets to improve performance.

4. Order measures to help inventors rather than harassing them. Reorganize the patenting Office because it has become a stumbling block to progress.

There should be a paradigm SHIFT!

SELECTIVE ACCULTURATION

The Phenomenon of selective acculturation is characterized by people’s imitating or aping the culture of another country that are easy, enjoyable & pleasurable.

For example Filipinos have become westernized in many ways. We have become suddenly Cocacolized, Macdonalized, Levized, Hamburgerized, etc. In addition to drinking a lot of beer (with apologies to San Mig & Lucio Tan) & smoking (I’m sorry for the makers of carcinogens and lawmakers who refuse to ban smoking, including “Dr.” Johnny Flavier, who has already become a TRAPO on this score including the BIR and of course, the biggest of them all – Pres. Gloria Macapagal-Arroyo).
We have become victims of selective acculturation-we tend to copy the westerner’s luxurious lifestyle but fail to imbibe their work ethics, industry & wisdom to save, invest and innovate.

Today about half of our people are in absolute poverty. They only produce enough, if at all, for themselves. They are not part of the economy.

No wonder Taiwan with about 20% of the Philippine population of 75M has an economy about 10x more. The land productivity of Taiwan is about 7 times of the Philippines. Its labor productivity is about 3x more than a Filipino.

These are the main reasons why the peso is very weak compared to the mighty US dollar and not simply because of Erap or Glo.

RICH COUNTRY, POOR PEOPLE. Array! SO MUCH INFORMATION, SO LITTLE APPLICATION. Arroy! If you want a Filipino to be happy give him the microphone. Aragoy!

Bakit? Our politicians keep on quarrelling. Lee Kwan Yu, how true, said “In the Philippines many have gone thru college but few are educated.”

TYPHOONS CAN BE PREVENTED AND DIVERTED!

Yes, prevented from ravaging the Philippines which usually gets about20 typhoons every year. Impossible you may say. Who is this writer gone nuts? When nobody ever proposed with all the meteorologists/scientists worldwide led by NASA?

But wait, I’ll prove to you and I am not joking. I have only 3 units of Agriculture Meteorology when I took my Bachelor of Science in Agriculture at USM (The best university in Mindanao and surely one of the best nationwide) some 50 yeas ago.

And I dare say that typhoons can be diverted! Crazy idea? Wanna bet that my theory is workable?

If we can prevent and/or divert typhoons, that will spell fast economic growth, providing the social typhoon of graft and corruption is also minimized by the incoming administration, if we put to power the right people!

It is a well-established fact that typhoons avoid high pressure areas, right? This has been recently shown by typhoon Pepeng which could not go straight into the China Sea. It came back and poured more rains in Ilocos Norte. There was a high pressure wall at the China Sea due to cool air which made the molecules more dense.

The last typhoon called Lupit following Pepeng could not proceed directly to China Sea because of high pressure area. So it was to curve up north to Taiwan after battering Northern Cagayan.

In physics we learned, that the molecules of air when heated will expand and will consequently be forced up by inrushing more dense, cooler air to replace the vacated air space.

This is simply illustrated by burning. When we burn, we see that the smoke goes up indicating that heated air goes up because it is less dense. There is onrush of air from all around towards the fire, forcing the heated air up. The air that comes in contact with the flames with be heated and so the cycle of molecular expansion, rushing up and replacement by cool air starts. That is how the typhoon starts. The heat comes from hot ocean water.

The above phenomena tell us how a typhoon starts and diverted.

We strongly suggest that PAGASA-DOST propose a joint program of typhoon prevention and diversion in cooperation with Vietnam, Macao, Hongkong, China, Taiwan, Japan and Korea to pilot the concepts of disrupting/prevention of typhoon by massive cloud-seeding to cool the usual area of start of typhoons as well as creating a high pressure wall along the usual path of the storms to divert them up North without landfall into any of the cooperating countries.

ATTENTION: PAGASA-DOST, Senate and House Committee Chair on Climate Change, kindly do the needful. It is highly feasible!

BAGYO: PWEDENG PAUNDANGON OG MALIKAYAN!

Ayaw basehe ni, basin ma-combinsi mo!

Tinuod pwedeng paundangon og malikayan ang mga bagyo nga naghatag sa ato dagkong suliranin/problema.  Ang Pinas nagasinatig 20 ka bagyo kada tuig. Naa na diay rason ang rehimeng Arroyo ngano wa mag-asenso ang atong nasod. Sigi nadaut ang atong mga panginabuhian, imprastrukturea, og uban pa.

Tinuod ba kaha ni? Baka nabuanga na si Dr . Ed? Kay ngano siya lang nag-ingon nga kadaghang batikang meteorologists gipangulohan sa National Aeronautics (NASA) sa USA wala man sila moingon? Akong eksplikar para dili mo magsuspetsa nga nagakomediya ko. Sa akong pageskwela sa University of Southern Mindanao, 50 years na milabay, nakapasa kog subject nga Agricultural Meteorology, 3 ka yunits lang. Ang USM karon ang pinaka class nga unibersidad sa agriculture sa Mindanao.

Kung atong pwede masumpo o malikayan ang bagyo, moasenso na jud kita. Kung pati na ang pesteng graft and corruption, ang sosyal nga bagyo mapagamay lang man sa bag-ong administrasyon, kung magvote kita sa mga tarong.  Sa atong nakita bag-o pa lang, ang bagyo molikay sa high pressure area. Korek? For ehemplo, ang bagyong Pepeng dili makadiretsa sa China Sea. Nibalik siya sa Ilocos Norte. Naa taas nga pader didto. Unsa nga pader kini? Dili siya Makita, pero diri tugnaw ang hangin og ang molecules gagmay og bug-at.

Pareho ang nahitabo sa Lupit. Wala makadiritso, unya gilikayan ang high pressure area sa Batanes, so niadto na sa Taiwan.  Pwede pod malikayan ang pagmugna sa bagyo didto duol sa Marianas sa Pacific kung dii nagagikan atong mga bagyo. Naga-init daw ang dagat. Sa pag-init sa hangin ang molecules niini moexand og mogaan. Mopataas kini siya. Sa pagpataas niini madevelop ang low pressure so morush ang mas bugat nga hangin ngadto sa Low Pressure.

So pwede malikayan ang pagmugna og bagyo sa pag-cloud seeding sa low pressure para mag-ulan. Sa pag-ulan mawala ana low pressure area. Simpli no? kombinside na mo? So dili buang si Dr. Ed., di ba?

Atong gina-awhag ang PAGASA-DOST nga magbukat og program proposal para magamiting kasali ang Vietnam, Macao, Hongkong, China, Taiwan, Japan og Korea pa mahisgutan, matuki-kuki kung pwedeng sulayan ang atong suhestiyon nga magcloud-seeding didto sa suspitsadong may nagabuild-up pa nga low pressure area para ma-stop ang pag-start sa bagyo.

Sa kadakong savings sa dili maka-start ang mga bagyo, mayo kayo kining ideya.

WHY SHOULD ARMM BE MONOPOLIZED BY MUSLIMS?

Are the cities and provinces belonging to ARMM purely inhabited by Muslims? Of course, NOT.

I don’t have the exact data but I guess the ratio for Muslim-Christian is about 70:30.  But if my information is correction why should the Governor, Vice Governor and Members of the Legislative Council be all Muslims? And why should the Cabinet be all Muslims? This is correcting a wrong with another wrong. This approach is “wronger”.

If the Muslim-Christian population ratio is 70:30, then by all means, even if it is ARMM the officers should be 70:30 Muslim: Christian.  The above brings us to the fact that our brother Muslims have a legitimate AX to grind because the Philippine Bureaucracy or “Crazy” has perpetuated a WRONG!

Muslims remain UNDER REPRESENTED in elective and appointive positions. What pervades is what we called the tyranny of the majority. Are there Muslim Justices in the Supreme Court, Sandiganbayan, and Ombudsman? For the juicier positions, inspite of many qualified Muslims, are they represented at GSIS, SSS, NAPOCOR, DBP, and LBP? Oh come on Christians, mahiya naman kayo, masyado nang garapal yan! Your attentions please Madam GMA!

In elective positions the Muslims remain under represented. May we kindly suggest to the office of Muslim Affairs to document this and present the results in all open session or publication?  May we beg the Chairs of both Houses of Congress who are In-charge of electoral reforms to prepare bills designed to correct this inequity?

And since this injustice had been happening for over 50 years, “catch up” measures are included to allow our benighted brother to surge at par with the rest. This will partly extripate their latent hatred and/or jealousy.

But all elective positions only for Muslims in ARMM are not fair and equitable!

PRES. GMA’S MAJOR POLICY INNOVATION, SOLUTION TO MINDNAO PROBLEM?

(4TH of a series)
POWER SHARING IN LEBANON AND INDIA

The principle of power sharing is practiced in Lebanon where there is an almost equal number of Christian and Muslims living together in cities and rural areas.  As we may still recall, Lebanon was a powder key due to ethnic conflicts about 20 years ago.

Because of institutionalized/legislated power sharing, among ethnic communities conflicts between them have subsided and there is no more move to have two separate states for Muslims and Christians.  Lebanon today stands own as a model for Christian-Muslim co-existence in a working pluralistic society.

May we strongly suggest to Pres. GMA to send a delegation including academicians to Lebanon to study the workings of Muslim-Christian power sharing and adapt to our Mindanao situation whatever is practicable into our social-political system? This writer had the rare opportunity to observe firsthand the workings of multi-religious pluralistic society in India, the world’s largest democracy in 1962-64 as a government of India scholar. That was only 14 years after the partition of British India into the Republic of India and East and West Pakistan.

There was terrible bloodshed to scores of thousands in the process in one of the largest human migration in history.  But even then many Muslim opted to remain in India dominated by 84% Hindus. About 100 million Muslims (10% of India) today live in harmony with the Hindus because of institutionalized power sharing.  The government of India follows the British system, which has a head of state. A Muslim or a sheik is usually elected as president of India on a rotation basis while the members of the parliament select the Prime Minister.
CHRISTIAN SOCIAL DEBT

Since injustice has been inflicted for half a century, the post errors can only be corrected by allocating more qualified Muslims and Lumads elective and appointive positions.  The impact of the above is straightforward, simple. Alone, it could build bridges of sincerity, confidence, goodwill and trust.

The above policy does not cost the government of a single centavo.  This policy should and must be done even before the resumption of peace talks. For it granted after talks, its impact will hollow.

PROPORTIONATE ELECTIVE POSITIONS

We strongly feel that the better option will be to legislate the legal basis for proportionate positions including contractual labourers, et al anchored on a sound moral basis of equity.  For example, if the indigenous population (IP) is 10%, its representation in a 12-member provincial board should be 1.2 per term and 2 for every 5 years.  Election for an IP seed for the provincial board should contented only among IP’s propose should be followed from the barangay position up to the House of the Representative and Senate.

PROPORTIONATE REPRESENTATION OF MUSLIM IN ELECTIVE POSITIONS

One major cause of disenchantment of most Muslim leaders is the brazen disregard of their political rights.

It is a well-known historical fact that before the Christians arrived the muslim were relatively settled with their system of governance with the datu as head of government. With the influx of Christian settlers the above political structure was drastically change to representative democracy.  Officials at the local level are elected by a majority of votes of qualified voters.

In a Christian-Muslim voting population of 70:30 with 10 municipal councilors, what usually happens is that no Muslim is represented because of the policy is that the candidate among the top 10 gets elected.  Our proposal is that since the voting population has a ratio of 70:30 the three seats should be contested only among Muslim candidates. This will assure 3 Muslim councillors and seven Christian officials. This principle should apply at all levels among local government units as well as national elective positions.

If the above recommendation is adopted many Muslim will have the chance to represent their group.  Proportionate representation will assure a stronger democracy and cater to better Christian-Muslim relationship.  Aside from the above, the feeling of discrimination will be gradually eliminate and restore confidence among muslim. Additionally this empowerment will translate into better opportunities for education of leaders’ children and kids.

Proportionate representation is another surefire formula to remove the hatred of Muslim against the Christian Majority.

Finally, proportionate representation costs no money at all!

LET’S SINCERELY HELP OUR MUSLIM AND LUMAD KINS

Yes, before the agitators succeed in creating civil war!

Yes, even inspite of the bombings, killings, knocking down power lines, burning of some towns, kidnappings, etc.

Yes, because the terrorists don’t represent the majority of Muslims. Yes, because the greater number of the silent majority condemn the terrorists in whispers because they still don’t share with their mission of violence to create an Islamic state vision.

Yes, because We, Christians, could not have attained our present state of development have it not been for their hospitality & friendship as evidence by openly welcoming settlers from Luzon and Visayas at the turn of the century until the mid-sixties.

Yes, because many of us children of settlers still remember many of them having given large tracts of homestead of 24 hectares per family.

Yes, because we know that our present troubles are not due to religious beliefs.

Yes, because the troubles are simply due to the fact that they feel they are being left behind politically and economically.

Yes, because the majority of them feel victims of benign neglect. Yes, because there is a strong need to help them to become participants in a market economy from subsistence level.

Yes, because if we don’t, the consequence would be so frightening for both sides because the extremists want to escalate hatred between Muslims and Christians.

HOW THEN CAN WE SHOW SINCERITY?

Not by more public demonstrations! Not by more promises of help! Not by merely having meetings, etc., in costly hotels. Not by more press releases especially the ignorant and naives from outside of Mindanao.

Not by demanding solution only from the President but by the local governments themselves!

Not by more NATO (No Action, Talk Only)! Not by more ASEAN (Always Speaking Eloquently, Action None) by some people including Muslim officials in the government.

YES, WE CAN DEMONSTRATE SINCERITY BY PROPOSING TO OUR LEADERS FROM PRESIDENT DOWN TO THE BARANGAY OFFICIALS TO APPOINT OR CAUSE TO BE APPOINTED MORE QUALIFIED MUSLIM AND LUMAD PROFESSIONALS INTO CAREER POSITIONS FROM SECRETARY TO JANITOR PROPORTIONATE TO POPULATION.

And since they had been unwittingly deprived for a hundred years, we should not begrudge them if they are allotted more now.

Yes, we can ask PGMA to certify to Congress that legislation is needed to institutionalize a policy of electing Muslims and Lumads proportionate to population, or any of our legislators proposing the above policy the soonest.

WHAT ARE SOME SPECIFIC PROJECTS WE CAN ESTABLISH WITH THEM?

As we already know a project can only be sustainable if the locals participate in conceptualizing.

Like the marsh in Buluan and of its other side. There is a project that will instantly transform the more than 36,000 hectares of natural fishpond into a market economy. The marsh abundantly produces hundreds of tons of eel, mudfish, tilapia, catfish, popoyo, gurami, shellfish, crayfish, etc. yearly. So that the stock of fish will remain aplenty breeding and multiplication facilities can be established by the University of Southern Mindanao at nearby Kabacan.

Yes, a similar facility can be established in Jolo to process and package all the fish caught in the Sulu Archipelago.

Yes, let us help train the Tausug’s “basing” fishing technology through the help of the Ilonggos, and since the latter are already experts in fish capture can be requested to go further out into the open seas.

Yes, the government through the foreign assistance projects or loans can help set up many Cardava banana chip factories and international flour in baking. According to Sec. Peping Cojuangco, China is in need of more than 160 tons of cassava flour. Our agriculture and commercial attaches should be required to do their job of market generation abroad and should be evaluated by output.

Yes, the success of Toto Paglas in Paglas town in improving the lives of Muslim via Cavendish banana plantation should be duplicated. Their success is evident. The Muslim workers have decent home and their children are in good schools. Toto put up a sign:

“Bawal ang tamad dito”

SUMMARY:

In sum, LET’S SINCERELY HELP OUR MUSLIM AND LUMAD KINS BEFORE THE AGITATORS SUCCEED IN CREATING CIVIL WAR JUST LIKE WHAT HAPPENED IN EAST TIMOR.
